Michaela Rank, M.S.
Founder/Executive Director
Michaela Rank is the Founder and Executive Director of Align Services, a Wyoming-based organization providing case management and community support for individuals with disabilities and older adults. With over 10 years of experience in social services and a background in mental health counseling, Michaela is passionate about building inclusive communities, advocating for client needs, and improving systems of care. Under her leadership, Align has grown into a CARF-accredited, statewide provider known for integrity, collaboration, and personalized support.

Emmalee Tolbert, M.Ed. Assistant Director of Case Management
Emmalee grew up in Colorado but has called Wyoming home since 2010. She received her Bachelor’s in Communication and went on to complete her Master’s degree in Education from the University of Wyoming. Emmalee has worked in the developmental disabilities field since 2015, beginning as a Direct Support Professional and now as a Case Manager. She also serves on local and statewide boards and commissions. Emmalee strives for open and honest communication. She advocates for individuals’ rights to ensure they are living their life as they would like.

Curran Quast Lead Case Manager/Billing Specialist
Curran Quast is the Lead Case Manager and Billing Specialist of Align Services, serving those eligible for the Medicaid Developmental Disabilities Waiver and the Community Choice Waiver. A Wyoming native, Curran has worked in the Developmental Disabilities field since 2015, beginning as a Direct Support Professional, providing direct support before advancing into a leadership and specialized billing roles. He holds a bachelor’s degree in psychology from the University of Wyoming.
With a person-centered and holistic approach, Curran prioritizes the overall well-being of the individuals he serves. His expertise spans advocacy, individualized planning, ensuring quality support services that empower clients to live fulfilling lives, and billing accuracy.
Outside of work, Curran is committed to advocating for those in our community with Wyoming Community Service Providers (WCSP) at the federal and state level. Curran has also been known to strengthen his community through volunteer efforts with organizations such as Meals on Wheels and Special Olympics. His dedication to service, both professionally and personally, reflects his passion for making a lasting, positive difference.

Irene Burch-Travis Intake Coordinator/Case Manager
Irene is a dedicated case manager for the Wyoming Developmental Disability Comprehensive/Support Waiver and intake specialist, with a deep passion for helping individuals and families navigate the complex systems that shape their health, safety, and quality of life.
With years of experience across multiple states and systems, she specializes in providing compassionate, effective support for individuals with disabilities, families in crisis, and people facing housing, medical, or behavioral health challenges. She has over 5 years of experience navigating Medicaid/long term-care, child welfare, youth mental/behavioral health support and case management services in Arizona, California, Colorado, Nebraska and Wyoming.

Virginia Vogt Case Manager
Virginia began her career in supporting individuals on the DD and CCW Medicaid waivers in 2023. She is passionate about empowering people in our communities to live their best lives. From navigating complex systems to supporting families and caregivers, Virginia is dedicated to making a difference every day.

Hi there! I’m Claire — I’ve called Laramie home since 2017 and just recently earned my master’s in social work from the University of Wyoming. Over the years, I’ve had the chance to work in case management, clinical support, and client advocacy,
supporting individuals from all walks of life. I really enjoy getting to know the people I work with and helping them create care plans that fit their unique needs. Building strong, trusting relationships is at the heart of what I do, and you can count on me to
always put your well-being and satisfaction first.
Kelsie Tarver is a compassionate case manager with extensive experience supporting individuals with developmental disabilities and traumatic brain injuries in both direct care and school settings. With a degree in Social Sciences and Humanities, she is passionate about advocating for vulnerable populations and empowering others to reach their fullest potential. Kelsie’s work is guided by positivity, a strengths-focused mindset, and a commitment to creating an encouraging, respectful environment for every individual she serves.
